Is there a way to stop allowing extra 1 minute, 15 minute during downtime?

Child accounts can click One More Minute once, or click Ask For More Time to send their request to the parent account for approval.
To learn more, go to: Use Screen Time on your iPhone, iPad, or iPod touch - Apple Support, and scroll down to the Downtime section. It will tell you more of how the Ask For More Time feature works.
