I forget my billing address

Please check -> go to -> Settings -> tap your Profile -> Payment and shipping.

You’ll have to buy something more expensive than $0.02, and the remaining charge will be billed to your default payment method.

Or, you can Contact Apple and have them zero it for you. This option is what I recommend in this case.
