iMessages can be sent via Wi-Fi. If you cannot make calls, or send green SMS, check if you are connected to your Carrier. You can see it on the signal bar in the upper right corner of your iPhone.
The image shows the iPhone connected to a Carrier. If you are also connected, you must contact your Carrier - there may be several reasons why you cannot make calls.
