Preview Export to PDF

I receive a lot of PDF's that I need to add text signatures and initials. When done I used to be able to "Export as PDF" so that the document I signed is no longer editable (at least not as easily). After updating to Monterey that option is greyed out.

I can use the Export function but for some reason that leaves my text boxes still editable. Only my signature and initials become permanent.
