iCloud Drive and desktop files not syncing

My desktop files are not uploading to iCloud through the same Apple ID, and i've already tried toggling the switch off and on in settings and it doesn't work. Finder says it has uploaded "Zero KB of 41 GB", and it has stayed on that eternally. I don't know what to do.
