global internet telemetry measurements collective

Hi Guys! I had a quick question. Do you know what “Global Internet Measurement Collective” means? When I open my phone, it tells me that I have a server that is not valid. When I click on the details, it tells me the issuer name, serial numbers, server numbers, and more. If I could get answers on this, it would mean a lot. Thanks!!!
