I'd like to share our iCloud storage with my family, BUT I do NOT want to be the only one paying for apps, etc. Is there a way to use Family Sharing to share purchases, but without having only one person forced to pay for everything?

No. If you share purchases the family organizer pays for all purchases. However, other family members can pay for their own purchases by adding gift cards to their account
