Can't get mu external NVME SSD to show up on my Mac.

I have an external Samsung 980 SSD NVMe M.2 drive and when I plug it into my Mac mini 2014 it does not show up in Disk Utility or in Terminal when using "Diskutil list". I have searched far and wide and have found many answers about trying to use it as an internal drive. But this is simply just plugged in externally via USB. I tried plugging it into my MacBook and it shows up on the desktop right away. What could be causing this issue?

Does a USB mouse work in the same USB port? Have you tried the other USB ports?

I have encountered issues with my 2014 Mini where the USB port can become disabled by a USB drive. When that happens I must reboot the Mini to re-enable the USB port. I ended up using a powered USB3 hub to connect external drives to my Mini which eliminated the problem for me.

How is this external SSD being used? Data, Time Machine, other type of backup drive, boot drive?
