Same thing for me. I just updated to 13.3.1 on both an iMac Pro (2017) and Latest M2 Max 16" MacBook Pro. With few things installed on the new machine, The thing they had in common was Native Instruments plugins Guitar Rig 6 Pro and Supercharger. Mine didn't just stall, sometimes It would crash completely. But you could see the name of the plugin that it paused at. Mine would vary between the two on each attempt. Uninstalling all of it and reinstalling Final Cut Pro to see what happens.

After an update to the OS, it's a typical issue.

You may wish to contact the audio plugin seller to make sure it is compatible with 13.3.1
