Can I watch Sky News on my Samsung smart TV
Can I watch Sky News l on my Samsung smart TV. Tried add to the Apple TV app, but does not seem to exist. tried searching in the Samsung app. Does not seem to exist there either.

It looks like Sky News did recently release a channel for the Samsung TV Plus service: New Sky News Australia channel available on millions of Australian smart TVs with the launch of ‘Sky News Now’ in partnership with Samsung
In the article it does state that the Samsung TV Plus service is available on 2017 and newer model TV's, so you'll want to confirm that your TV meets that requirement. If it does and you're still unable to access the channel, then you'll want to contact Samsung for assistance with that.
Now for the Apple TV app, you'll again want to confirm that your model has that application on it. You can find a list of the Samsung TV models that contain the Apple TV app here: Apple TV app
If your model does contain the Apple TV app, then it will just be listed in the Apps section in the menu on the TV.
