There is no apparent way to customize the color of the hyperlinks. The low-contrast (poor) color scheme should be changed by default to dark blue with a white background. Any ideas or how could we prompt a change?

That's an issue. Seems to have been a plague in iOS for awhile now.
I'd done few searches to see what's out there. Marginal ones only(?)

Thanks for your interest. This is a problem on the icloud.com for Windows application even more than for the iphone. There is a way to invert text for just messages on the iphone if the notes application is too difficult to view
Hyperlinks in notes are light yellow and impossible to read.
