When I am trying to create an account for my 12 years old daughter in the Family Sharing menu.
I keep getting this error. I tried two MacBook Pro's from different years with 12.6.4 and 13.x. I even tried and iPhone, all does not work for several days.
Please check your systems. Or PayPals, it is stupid.

Select your country (also look for "other" regions), then a product. If you don't see one that handles your issue then keep experimenting with selections until you reach one that gets you a chat session or a telephone call and get the representative to redirect you.
