My new Apple Pencil couldn’t writing smoothly on my new iPad Pro 11 4th gen. Both fully charged, on same wifi,using latest OS. It writes for a while then couldn’t write and able to write again shortly if I touch the screen to do things like expanding the screen. Is very frustrating when I try to write to teach my students Math from a pdf worksheet I saved in my file. Anyone experienced the same? How to solve this problem?

We'll be glad to help you out with this further. If it seems to be not writing smoothly, the first thought that comes to mind is possible interference. With that said, do you have any sort of case, screen protector, or any other accessories on your iPad? If so, we'd recommend removing those and see if this issue persists afterwards.
You can also change the tip. This can be the cause of writing issues.
Also, test this on another iPad of a friend or family member, see if the issue is also occurring there. This will point to the issue with the Apple Pencil, and not the iPad.
