Apple Watch Heart Rate Alarm Needs to Go Lower than 100bpm

Because of my health issues, I need to keep my heart rate below 90 bpm. It's frustrating that the Apple Watch heart alarm doesn't allow custom settings like this. The lowest alarm setting is 100 bpm.

Is there a better app that can handle this need?

What's the best way to request this feature from Apple?
