Why can’t I use the highlighter on the text in my notes?

How do I highlight more than one word of a bulleted note in Notes app? When I try to highlight part of a bulleted note in Notes App, it only allows me to highlight one word. If I click and drag my cursor to highlight multiple words — as one does in any environment where you can highlight text — it highlights the entire bulleted note and makes it draggable. How do I highlight only part of the note?

You can bold, italicize or underline.
