Why can’t my iPad Air 2 can’t install the update?
i downloaded the OS15.7.4 update but it failed to install it. I deleted and redownloaded it three times, and it still fails to install. I would like to know why?

The iPad Air2 is capable of update to iPadOS 15.7.4. As you may be aware, the Air2 does not support iPadOS 16.x.
How are you “downloading” and attempting to install this update? An OTA update is performed directly from iPad settings:
Settings > General > Software Update
Begin by ensuring that you don’t have beta profile installed. If a beta profile is present, installation of production software updates may be inhibited. This support page provides the necessary information to remove the beta from your iPad:

If an existing download package is failing to install, it will need to be deleted:
Settings > General > iPad Storage
Scroll down the list of Apps until you find the software update - then tap - and select Delete Download. Now perform a forced-restart of your iPad:
Force restart iPad (models with the Home button)
Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.
After the iPad restarts, look again for the update.
