How do I move pics and videos from my iPhone to my iCloud storage on my phone

Settings > Photos
Turn on iCloud photos
This will sync your photos to iCloud. You can also optimize photos to save space on your device.
Please know that this will not remove images from your device. And, if you further delete and image, it will also delete from iCloud.
