How do I access the Apple TV app of its shared from a family member

The App itself is not shared. What is shared, is the TV+ subscription, which can be accessed through the TV App in the tv+ Originals section on any device that holds the App, and that you are logged in to with your Apple ID.
Anything in that section can be viewed under the subscription without any other charge or purchase.
