My phone says “unable to activate. An update is required to activate your phone.”

My IPhone XR hasn’t been able to update to IOS 16 and it keeps telling me to update the phone to activate it. Ive tried connecting it to a windows PC that has the latest version of ITunes, and anything else i could think of, but it still won’t work.

iPhone 8 updating issues I updated my iPhone to ios 16.3.1 and I cannot activate the phone. Every time i connect the phone to my mac, it gives me the error message "Activations failed. The iPhone “iPhone” cannot be synced. The operation timed out." Can someone help me please? I have followed the instruction available in the support discussion but still that's not helpful as i cannot get the recovery screen as per the instruction. Picture 2 is the state of my phone where I'm stuck. I have restarted the phone several times.
