Someone is using my Apple ID
I can get into my account but someone else using it

If you see unrecognized charges associated with your Apple ID, change your Apple ID password.
If you think your Apple ID has been compromised - Apple Support
Then use the lockdown here:

If you do not see the charges associated with any of your Apple IDs, contact your financial provider as there appears to be payment fraud.
