Without a backup, worst case scenario, you could copy all the data you care about to an external disk. Then create a bootable USB flash drive with the previous macOS version such as Monterey. Then reboot from the external flash drive, erase the internal disk entirely. Then install Monterey. Install all your Apps and then copy your data back from the external disk. If you have a Time Machine backup there's an option to restore from Time Machine early on in the installation of Monterey. But it's got to be a backup made with Monterey.

Yes, but it's not exactly easy.
Do you have a backup on Time Machine or have you cloned the disk using Carbon Copy Cloner or SuperDuper prior to upgrading to Ventura?
If so you can re-install the operating system and choose to restore from Time Machine backup. Or you can use the cloning software to restore your system to Monterey or whatever it was prior to Ventura.
If you've created data, files, etc. since the Ventura upgrade, copy those things to an external drive to back them up as they could be lost when you restore the older backup.
