How to make workflow show up in services menu?

I have a "quick action" (*.workflow), made in some previous version of Mac OS. It is in user's "Services" folder in Library.

Until Big Sur, it was properly showing up in "services" menu.

In Monterey, it does not show in "Services" menu any more, only I can add it to " Quick Actions" menu which is inconvenient because of one more unnecessary click.

Any idea how to get it back to "Services" menu (in right click@folder menu)? I have enabled it in shortcuts in System Preferences, but with no effect. I can enable a keyboard shortcut for this action, but unable to get it in the services menu.

You state it is not in the Services menu, but then mention right-click to produce it. The Services menu is in the menu bar under the Application menu.

Automator Quick Actions are now shown in the Quick Action submenu of the contextual menu, not the Services submenu. When they were moved to Quick Actions, they would only move into the Quick Actions submenu when you had several, but that is the same behavior as Services, before. They would appear in a Services submenu if there were several.

Do you only have one, and it is in the submenu?

Sorry, I am talking about right click "Services" menu which you set up at System Preferences =>Keyboard =>Services. Items selected here appear in finder right click menu at the bottom. My workflow is in this list, but even selected it does not appear in the list.

It only appears in this separate new sub-menu "Quick Actions".

Yes, I have only one quick action and it is still in it's submenu, so I have to click once to open submenu and then click on my action to launch it.

If it was in the "services", then if I have not more than 4 items in this list, I had to click only once.

Apple has change what users make to Quick Actions. Services are what apps provide.

I'm confused about the necessity to click. The submenus should open when you hover over them.
