The distance the phone is located from the Wi-Fi router
How many other Wi-Fi devices are using the same network at the same time
Whether your phone connects to the Wi-Fi at 2.4 GHz or 5 GHz
Interference from other nearby Wi-Fi networks
On a 500 Mbps Internet connection with the iPhone located in the same room as the Wi-Fi router and 3 other Wi-Fi devices on the network, the update took about 15 minutes.
If its been more than 30 minutes, move the phone close to the Wi-Fi router and turn off as many other Wi-Fi devices as you can until the update completes.
