Eve Matter devices not responding in home after apple tv reboot and switch to a different apple tv

After a reboot of one of my apple tvs and a switch to a different apple tv being the master in the home. almost always all eve matter devices using thread are not responding any more. If you use Eve‘s thread explorer you see the devices no longer being connected. Resetting and pairing again usually works. Sometimes it requires another reboot of the apple tv again to even be able to pair after the reset.

Has anybody seen this problem before? I am running 16.4
