The question mark indicates the Mac cannot find a valid OS startup disk drive.
You will need to format the drive and reinstall macOS.

That would be the cloudd process asking for access to your user keychain. The password would be the same as that you use to login to your user account on the Mac.
I'm surprised to see this since you have only just reinstalled macOS.
If entering your login password doesn't stop the requests, then your keychain password has somehow failed to sync properly with your user account and it may require that you update/change your keychain password.
