Does it occur on Wi-Fi and cellular?

Since Siri seems to be having issues understanding what's spoken, the next step is to test the microphones.

Please try the steps on this page, including the section titled "If you want to try more steps on your own".

If the microphones on your iPhone aren't working - Apple Support

If you're using a headset with a microphone, such as AirPods, test with those also.
