says this blue microphone status icon means:

Voice Control. Voice Control is turned on in Settings > Accessibility.

if you want : See Use Voice Control to interact with iPhone.

You may have Voice Control set to ON. To turn it off, open Settings ➡️ Accessibility ➡️ Voice Control: Set this switch to OFF.
