iPhone 8+ had to be reset, however, no 'backup from iCloud' was presented (as shown in the iCloud support page) once I booted the phone back up. I can see the data 'described' (on both web and phone), however, neither on iPhone nor here on my iCloud account, is it accessible, as a clickable action. Is restoring possible outside the described flow, which seems *embedded only* in the iCloud support instructions?

While you may add an iCloud account for syncing data with the iCloud service, you may only recover data that is contained in a backup during the initial device setup process. If the device is already configured, you would need to restore it to factory defaults using Restore your iPhone, iPad, or iPod to factory settings to regain access to the prompt for that recovery option.
