In full-screen mode, clicking on app icon in the dock brings me to the wrong app

That method and doing command-tab do work, but clicking doc icons should also work, it’s a slightly faster way of switching, imo.

Command tab is not Mission Control (4 finger swipe up)

Hold the command key down, hit the TAB key for the HUD this shows all open apps including your full scree apps.

I can not reproduce your issue....

To trouble shoot further you can:

—Test issue in another user (or guest user) account Change Users & Groups settings on Mac - Apple Support

  This will tell you if it a universal issue or isolated to your user/admin account. 

 —A SafeBoot How to use safe mode on your Mac - Apple Support will sort many anomalies

Login and test. Reboot  as normal and test. 

This test will tell you if third party interference; most* extensions etc are not loaded in safe boot mode.

This has been going on for a long time, through several Mac OS iterations and two MacBooks. Currently I'm on Mac OS Ventura and a MacBook Pro M1 Max.

Use the HUD (heads up display) and compare your results...

Command Tab you can use the mouse to move or TAB your way forward, or TILDE your way backwards
