Do I need a data plan with an Apple Watch Ultra

My iPhone is currently through my company. I would like to purchase an Apple Watch Ultra and I'm not sure my company will allow it to go on their plan. Am I able to use an Apple Watch Ultra where it's only connected to my phone and without cellular service like other Apple Watch models that don't have cellular capability?
