Photos disappeared from notes

I had some photos stored in my notes and all of them do not appear anymore. The notes are secured by password. When I try to open them it says the name of the jpeg or png and the size which is 0 kb. When I choose "Show small pictures" the photos appear in a (very) small version. When I choose "Show large pictures" they disappear. When I paste new pictures it works as expected.

The same problem with iPhone 13 (16.3.1) and iPad A1980 (16.3.1) and https://www.icloud.com/.
