reset iCloud music library

My Mac is asking me to delete songs from my iCloud music library for me to be able to transfer my playlists to my iPhone. Also, songs in my playlists in Music on my Mac keep disappearing and as such I have to keep transferring them all the time...very frustrating. Any permanent solutions to this please...anyone?

What is the exact text of the error message? What do you do that precipitates it?
