"Download and Install" is not available on iPhone for iOS update

My iOS doesn’t show the highlighted blue on “ Download and Install”. How can I fix it ?

Download and install isn’t available I’ve been trying to update my iPhone but I haven’t been able to even after following the steps but I noticed that the “Download and install” button wasn’t popping blue like it was on the shown on the steps.

Make sure you have a data connection, preferably Wi-Fi.

In your screenshot it does not appear that you have it.
