Editing PDFs in Notes

I have imported a PDF into a Note, and every time I go to annotate the PDF I am told "the original document can't be change, so a duplicate with your changes has been created." I understand that Notes makes a duplicate in the Notes file tree upon importing media files, but is there any way to edit that file once it's in Notes? Annotations made from my iPad do not cause a duplicate to be created, only when done from my Mac does it happen.

MacBook Air 13″, macOS 13.2

This doesn't solve the problem. Why am I unable to edit a pdf in Notes from the Mac?
