You can report the weather in your location if it doesn’t match what’s shown in the Weather app.
1. Open Weather, then tap.
2. Tap, then tap Report an Issue.
3. Tap the options that best describe the weather conditions in your location.
4. Tap Submit.

Thank you for your response and other member also suggested what to do but the all suggesting ideas were done before. What the ultimate issue is my location is not properly compatible with this APP. AS I wrote, when I added the location with my zip code, the weather is showed correctly but MY LOCATION weather is always not accurate even though it shows as New York, NY (the area is maybe down town or Central park, I don't know which area they shows), especially the rain forecast is totally wrong.
I purchase my iPhone via Apple directly and picked up it at Apple store, my iCloud account is under my address, then why they shows the different zip code weather on my iPhone? Again, when I add the location with my zip code, the forecast is different with MY LOCATION weather. Also, my partner is same address with me and the weather forecast is same with my zip code weather. So, my weather app can't locate my location properly.
I have to take out my dog everyday to the park and My Location weather forecast 100% rain within 1 hour but no rain always , it's sunny.
