My iPhone 12 is not sending emails. It receives emails just fine. My iPad sends and receives email successfully. I tried deleting the account on the phone and setting it up again, but that didn’t fix it. My email is with Comcast.

There are two sets of credentials and associated server settings used with mail. One set is for reading and receiving mail; what's called IMAP or POP. The other set is used for sending mail; what's called SMTP or ESMTP.

Your sending credentials or sending-server-related settings are wrong.

To reset the outgoing SMTP mail server settings, assuming iPadOS 16.4 or iOS 16.4...

Settings > Mail > Accounts > select the problem account > Account > Outgoing Mail Server SMTP > select the outgoing mail server for your mail ISP > fill in your ISP SMTP server mail host name, your proper username and password, enable Use SSL, and select (probably) Password authentication. Your ISP SMTP server port here is usually either 465 or 587.

You will need to look up your mail provider's settings for the host name, port, and information on your account and password on the mail server, as each is set up differently.
