You would use these steps to turn that on:

1. Go to Settings.

2. Click Advanced in the left sidebar, and click Privacy & security.

3. Under Privacy and security, click Site settings.

4. Click Microphone.

5. At the top, turn on or off Ask before accessing (recommended).

It is up to the applications to request access to the microphone (or camera) the first time the application tries to access it, you see a dialog asking if you want to give it permission.
