Is there a thunderbolt cable to connect these two mini together ? Mac mini 2012 lists thunderbolt and Mac mini 2023 lists thunderbolt 4. The two ports are not the same. I would like to use the old Mac mini as an external drive

Not a direct cable no. You will need an adapter.
