You can access your photos in iCloud on every device that can use iCloud Photos and is set up with your Apple ID.

But remember, that deleting photos on one of those connected devices will also erase the photos on the other devices.

iCloud Photos is not photo backup media, it only keeps your data in sync on all of your devices.
