This will depend on your use of iCloud Photos.
- If you have been using iCloud Photos and all your photos have been uploaded to iCloud, enable iCloud Photos on your iPhone, so the photos can sync back from iCloud to the iPhone. Get help with missing photos - Apple Support (the last paragraph: "Make sure that iCloud Photos is turned on")
- If you have not been using iCloud Photos, but are regularly making iCloud backups of your iPhone, the iCloud backup will include the photos and you can recover the photos by restoring the iPhone from the backup you made before resetting the iPhone.
