No. Windows 10 has been required for Boot Camp since macOS 10.14 Mojave.
It may work as a VM in Parallels Desktop, VMWare Fusion, VirtualBox etc. on an Intel Mac. I don't believe Windows 7 would be supported using Boot Camp.
