Updated OS to Monterey and now appears whole mail system is failing.
Can anyone explain what this awful error message actually means?

Can the user Log into the Web Portal your e-mail account ?
Is there some time of Alert or Warning ?
Some email servers has a Data CAP and when the CAP has been reached, not new e-mails can be received until the User doe some Serious House Cleaning of staged e-mail on the Server
It appears your mailbox is full. It needs to have many and large emails deleted to reduce the storage used.
Log in to your email account using a browser and delete large emails.
