I want to remove Apple Pay as an option for one of my apps but it doesn’t allow me to do it. I want to restrict that app then from using apple pay but I can’t figure
out how….

It is not currently an option to disable Apple Pay in apps or a specific app when you have the feature enabled. You can submit feedback to Apple and read more about using Apple Pay with the links included.
