My brand new Apple Watch won’t turn on, I have charge it more than 2 hour yet it still not on. My old Apple Watch doesn’t have this issue, it work as normal when I first set up and this not. I bought two brand new and both of it, are not working.

Your best option may be to make an appointment at the Genius Bar in an Apple Store near you and let them look at it. If that is not possible use the online Apple Support option. They have diagnostics that should be able to determine if it is a hardware or software problem. Either way:

From whom did you buy these brand new Apple Watch Series 6 watches from? Apple Watch Series 6 was discontinued in October 2021. Apple hasn't sold them since then. And if these watches sat on a shelf all this time, the small battery in them could have died long ago. And if that is the case, Lion batteries when fully discharged for a long time often cannot be brought back to life.
If I were you, I'd return them to whoever you bought them from for refund.
