Hi Bootcutgurl,

For help with offloaded apps, the following articles both state the option frees up storage but keeps the documents and data.

If your iPhone or iPad is running slow

How to check the storage on your iPhone and iPad

You can also view helpful information about what gets backed up to iCloud below, and in the article here: What does iCloud back up?

To see if a specific app is included in your backup, the steps below found here can assist: Check your iCloud storage on any device

"Check your iCloud storage on your iPhone, iPad, or iPod touch

  1. On your iPhone, iPad, or iPod touch, go to Settings > [your name] > iCloud.
  2. The bar graph shows your overall storage usage.
  3. Tap Manage Account Storage or Manage Storage for more details.
  4. Below the graph, you see a list of apps and features and how much iCloud storage they use. The apps and features that use the most storage are at the top of the list. You can tap an app or feature for more information."

The section "Choose which apps to back up on your iPhone, iPad, or iPod touch" here: Manage your iCloud storage, also has helpful information.

Cheers.
