Not able to Enable SIP.why?
The error is :

You can only enable/disable SIP while booted to Recovery Mode.
I have seen some other posts regarding a "personalization" error. Unfortunately I cannot find those posts which had some tips. The only things I'm locating in a quick search is regarding the error when installing macOS...in those cases the only fix was to "Restore" the firmware which resets the security enclave & firmware & pushes a new OS to the internal SSD....destroying all data on the internal SSD. You could try a "Revive" to see if that helps...A "Revive" is not supposed to be data destructive, but it is always best to make sure you have a good backup first.

Perhaps if the user were to provide some Context what you were doing with the computer when this occurred
