If someone finds a lost iPhone, should they return it to Apple

My son found a iPhone. I told him to leave it turned on so hopefully the owner would come to the location. If no one shows up, should we return it to Apple? Or call support? I want to teach my son to do the right thing. So keeping it is not an option.

Return this Found Device:

Be honest about this and hand it in to local authorities, or to the lost-&-found lat the location you found it at. There is nothing that can be done about it on Apple's end. If you were at school, then head it in to the proper staff member.
