question mark instead of photo in iMessage

On my iPhone 12 Pro Max running iOS 16.3.1, in my Messages app I'm seeing question marks with file names instead of photos. In contrast, my 6th generation iPad Pro does not have this problem. I've tried closing and reopening the app, turning off iMessage in settings and turning it back on, Force Restarting the iPhone, and resetting network settings but nothing has worked. I know I can re-download individual photos. How do I stop this from happening?

It would be better if you can please re-post with a screenshot, in order to understand the phenomenon better. Images/pictures speak louder than words. 


Please understand this is a public forum: While attaching a Screenshot, do not provide any personal credentials, such as IP address, Card detail, email id, apple id, IMEI number, Serial Number, Phone number, Order ID, if you are sharing a map ensure your location is not identifiable, etc.
