Upon receiving a phone call on my iPhone Xr people can't hear me for the first 10± seconds.

...To be clearer, this icon is the Settings app:

...Tap it to open Settings app. Then scroll down to Battery and tap it. Then tap Battery Health & Charging and tell us what the Maximum Capacity % is. If its value is only "––", let us know that.

Have you tried restarting your iPhone? This simple step resolves a multitude of issues: Restart your iPhone - Apple Support

Drag the slider, then wait 30 seconds for your device to turn off. If your device is frozen or unresponsive, force restart your device.

If that doesn't help, does this happen in all locations or certain ones?

Off your data and reboot your phone for a while, iPhone does that atimes when you have a lot of documents that are occupying spaces

if rebooting didn’t solve the problem then go to your phone settings and clear some irrelevant files
