Mac Mail "Priority"

I would like to remove the automatically appearing "priority" drop down when composing email.

It never used to be there, and is now persistent, regardless whether I remove it from the "header fields" dropdown.

It re-appears automatically - is this a bug with Ventura?

thanks - maybe I wasn't clear.

I know how to change the priority. I have set it to be OFF

however it keep turning itself ON

I have zero interest in having priority settings but they keep coming back.

I think its a glitch and wanted to know if others have this.
